This project will rebuild a one-mile stretch of Spencer Road south of Willott Road to the City of St. Peters boundary at Thoele Road. This residential road is four decades old and failing. The project will narrow the roadway to calm traffic, install roundabouts in place of three unwarranted stop signs, replace existing sidewalks with ADA-compliant sidewalks, and improve pedestrian safety. This project is eligible to receive 80% Federal reimbursement funding and 16% St. Charles County Road Board reimbursement funding. This project will reduce traffic delays and increase safety at the intersection of Mid Rivers Mall Drive and St. Peters Howell Road by adding extra lanes on Mid Rivers Mall Drive and westbound St. Peters Howell Road. The changes will include:
- Construction of a new right-turn lane on northbound Mid Rivers Mall Drive.
- An additional lane on westbound St. Peters Howell to provide separate left-turn, through, and right-turn lanes approaching Mid Rivers Mall Dr. (Currently, drivers trying to turn right are in a lane shared with through traffic).
- A median near the intersection at the new right-turn lane on northbound Mid Rivers Mall Drive. The median "channelizes" traffic to separate them from through lanes and shortens the pedestrians crossings.
- Sidewalks and traffic signals on the southeast corner of the intersection (near Scrubbles car wash) will be relocated to accommodate lane changes.
- Traffic signal head modifications for westbound and northbound traffic.
- Increased vehicle capacity to serve this area as development continues.
This project is eligible to receive 80% funding through federal Congestion Mitigation and Air Quality (CMAQ) funding administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation (MoDOT), and 16% reimbursement funding through the St. Charles County Road Board.

This project will extend the life of the Mexico Road bridge over Dardenne Creek by addressing maintenance needs identified by the bi-annual 2020 MoDOT Bridge Inspection. The project will include updating the existing guardrail, an epoxy polymer bridge deck overlay to preserve the deck, and replacement of the concrete bridge approach slabs. The existing concrete sidewalk will be replaced with an Americans with Disabilities Act (ADA) compliant sidewalk, and the pedestrian fence will be upgraded. This project is eligible to receive 80% funding through federal Surface Transportation Program (STP) funds administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation (MoDOT).

The Barkwood Trails Reconstruction and Safety Improvements project will rebuild a 0.7-mile stretch of Barkwood Trails from Jungermann Road to Maple Tree Drive. This road was built in the 1970s and '80s and was not designed to serve the traffic volume it carries today. New pavement and traffic calming features will improve travel and safety on this busy road. The project will add pedestrian refuge islands, pavement markings that narrow the road, and other strategies to slow traffic. Unwarranted all-way stop intersections will be eliminated. Parking areas will be marked. Sidewalks will be reconstructed, widened, and improved to meet current ADA accessibility standards. This project is eligible to receive 80% federal funding as proposed with traffic calming features that also take away unnecessary four-way stops. Local taxpayers would pay under $450,000 ($352,000 from the St. Charles County Road Board and $88,000 from the City of St. Peters) to draw about $1.75 million in federal funds for this $2.2 million project. Federal funds would come from the Surface Transportation Program (STP) as administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation (MoDOT).

ADA improvements will be made throughout the project including curb ramps at intersections, accessible sidewalk, and accessible crosswalks at the signalized intersection. This project will design and reconstruct the aging temporary span-wire signal system with a new permanent steel signal system at the intersection of Harvester Road and Queensbrooke Boulevard. The project will include construction of a sidewalk along the east side of Harvester Road from Queensbrooke Boulevard to Sugarwood Drive and provide a pedestrian crossing at the Queensbrooke Boulevard signalized intersection. (The temporary span-wire signal was installed as part of the Page Avenue Extension Phase 2 project and was not intended to be permanent but was kept in place at the completion of the project due to the increased traffic volumes on Harvester Road.) The permanent steel signal system will be designed to accommodate future development to the east of the signalized intersection. This project also will construct a fiber-optic connection from the Harvester/Queensbrooke signal to the City's traffic network so that our Traffic Department can respond more quickly to outages and changes in traffic conditions. This project is eligible to receive 80% funding through federal Congestion Mitigation and Air Quality (CMAQ) funding administered through the East-West Gateway Council of Governments and the Missouri Department of Transportation (MoDOT).

The City of St. Peters and St. Charles County governments are working together on an engineering design project for the construction of Ramps 2 and 3 of a MO 370 Interchange at Salt River Road. (Ramp 1 of this interchange from Salt River Road to westbound/southbound MO 370 and I-70 is expected to open by the end of 2023.) Ramps 2 and 3 will connect eastbound MO 370 with Salt River Road and Spencer Road and construct a new westbound exit ramp to Spencer Road. The project was previously planned as a $12.6 million construction project, but due to high construction inflation and other challenges related to geotechnical conditions in this area, the projected cost increased beyond the budget by about $6 million-$8 million. The St. Charles County Road Board, state and federal funding secured for construction of the project, along with City funds allocated, was not sufficient to account for this cost increase. The City and County attempted to secure additional federal and state construction funding, but were not successful. Design work will continue and is expected to be completed by the end of 2024. With a completed design, the City will submit the project for future construction funding consideration.

The project will involve the removal and replacement of damaged concrete pavement, curb and gutter, and concrete sidewalk sections along Jungermann Road from the north side of McClay Road to Missouri Department of Transportation right-of-way north of MO 364. Once pavement replacement operations are complete, the concrete pavement will be resurfaced via full-service diamond grinding to comply with current City of St. Peters smoothness standards and improve pavement durability. Accessible ramps at public street intersections will be removed and replaced with ADA-compliant ramps and truncated dome tiles. All other ramps will be reconstructed per current ADA requirements. The project was approved for 80% funding.

Scope
The multi-use path project will build a 10-foot wide continuous multi-use path from the southwest corner of the signal at Mid Rivers Mall Drive and Route N, across the intersection, and along the east side of Mid Rivers Mall Drive to the Missouri Department of Transportation right-of-way just south of the Mid Rivers Mall Drive at 94 Crossing signalized intersection. All pedestrian traffic signal equipment along the path will be updated within the project limits.
The project will be coordinated with the construction of a northbound right turn lane at the Home Depot Plaza signalized intersection. The northbound right turn lane project is a separate project funded by the City of St. Peters and St. Charles County.
This 10-foot wide multi-use path project will connect on the north end with a path and sidewalks in Cottleville along Route N, and it will connect on the south end to the existing 10-foot wide path across the MO 364 interchange that connects to St. Charles County's Veterans Tribute Park.
The project was awarded 65% federal funding.
November 2023 Update
The project funding timeline has preliminary engineering planned for 2024, right-of-way acquisition in 2025, and construction in 2026.
