Filing for a Utility Franchise Fee Refund

St. Peters residents who are 62 years and older, or those considered totally disabled by Social Security, may be eligible to apply in person for a refund of their 2023 St. Peters utility franchise tax. Applications will be accepted between April 1 and May 31, 2024, during business hours, Monday through Friday, 8:30 a.m.-5 p.m. Please note that City Hall will be closed on Memorial Day, May 27.

The utility franchise tax includes the St. Peters tax listed on your 2023 electric and gas bills and franchise fees on your cable bills.

To be eligible, your maximum 2023 adjusted gross income (excluding any taxable Social Security income) must not exceed $56,520 if single or $64,300 if married.

All eligible residents, whether they received refunds in previous years or are new to the program, will be required to apply in person at City Hall.

Everyone will need to bring the following items to complete their application:

  • Proof of 2023 Income
  • Proof of Age/ID
  • 2023 Letter of Award from Social Security (if disabled)
  • 2023 Electric, Gas, and Cable Bills

The application process should take about five minutes with a Citizen Action Center Representative.

After you complete your application, we will mail you your refund. Please note: you are only eligible for a refund for the months when you were at least 62 years old or considered totally disabled.

SPECIAL NOTE REGARDING REFUND AMOUNTS:

Per state law, franchise fee refunds related to video service providers will be reduced from 5% of gross revenues to:

  • 4.5% beginning Aug. 28, 2023
  • 4% beginning Aug. 28, 2024
  • 3.5% beginning Aug. 28, 2025
  • 3% beginning Aug. 28, 2026
  • 2.5% beginning Aug. 28, 2027

The changes above will affect the amount of refunds available to eligible individuals.
