The Street Department is responsible for repair, construction, and maintenance of streets and related components, including asphalt paving, concrete paving and finishing, crack sealing, excavation, reconstruction of storm sewers and stream maintenance. When snow falls, the Street Department is responsible for snow plowing and personnel are on duty 24 hours a day to handle slippery spots and emergency situations.

The Street Department operates a systematic computerized Pavement Management Program. Information on every street is entered into a computer database including a street condition rating number, which reflects the condition of the pavement. As streets get older and deteriorate, the rating number reflects the poor condition of the pavement. Annually, the database is sorted based on condition ratings and a priority list is generated to establish which streets will require surface treatments. (See the most recent City street ratings.) The surface treatments will vary depending on whether the street has an asphalt or concrete surface.

Maintenance on concrete streets typically involves sealing the cracks with a rubberized asphalt material periodically, temporarily patching potholes or spalled joints with an asphalt filler, or complete concrete slab replacement. The City annually replaces approximately 15,000 square yards of concrete street pavement.

If the street is scheduled to be overlaid with a new surface layer of asphalt, any damaged curbs will be replaced first. Then a two-inch layer of asphalt will be removed using a milling process so that when the new surface is put down, it will be even with the existing concrete gutter.

SNOW AND ICE CONTROL
The City adopted a Snow and Ice Control Plan in December 1998. The plan is updated each year before the winter season. The primary purpose of the plan is to provide for the safety and mobility of the public during periods of heavy snowfall and snow accumulation, and icy conditions.
