Community Development Block Grant Programs

 

Maintaining our neighborhoods and helping our residents are top priorities for the City of St. Peters. Community Development Block Grants (CDBG) have been instrumental in helping us achieve these goals.

 

CDBG funding comes from the U.S. Department of Housing and Urban Development for the purpose of helping low- and moderate-income households. St. Peters administers CDBG funding for several programs, ranging from helping to maintain a home, buy a home, or receive rides to reach essential services. St. Peters Emergency Repair Program


St. Peters provides emergency housing repair assistance such as water line or sewer line repairs to eligible St. Peters residents. All emergency repairs need to be approved by City staff. Funds are available on a limited basis.

St. Charles Urban-County Home Improvement Loan Program

 

A Lottery drawing to determine the order of application review for the St. Charles Urban-County H.I.L.P. was held at St. Peters City Hall on Wednesday, Jan. 4, at 6 p.m. Applications will be reviewed in the following order:

9, 35, 4, 24, 32, 1, 17, 19, 21, 36, 3, 27, 6, 20, 28, 41, 23, 39, 11, 7, 10, 2, 37, 31, 22, 33, 40, 34, 12, 8, 30, 18, 25, 14, 38, 5, 13, 29, 16, 15, 26

Please note that participation in the program will be determined by eligibility, jurisdiction you reside within and income level. Please allow up to five weeks for application review. You will be notified should something be missing from your application. If you have specific questions regarding the application review, please contact Amy Heckart at 636.477.6600, ext. 1204.

 

To aid in maintaining the City’s housing stock and property values, the St. Charles Urban-County Home Improvement Loan Program provides funding for low- and very low-income homeowners with home rehabilitation projects such as new windows, furnace and air-conditioners, roof replacement, driveway replacement or repair, etc. Eligible applicants can receive up to $5,000 through a no-interest, 5-year forgivable loan.

 


To be eligible, you must:

 

  • Be a resident and homeowner in the City limits of St. Peters who has not previously participated.
  • Live in the home for at least one year.
  • Not exceed household income guidelines established by the U.S. Department of Housing and Urban Development (HUD) as determined by 2010 Federal Income Tax (taxes filed in 2011). See below.

Proposed funding for the 2011/2012 program will cover 14 spots on a countywide basis. Five spots will be held for those meeting the very low-income qualifications. The remaining sports may be filled by very low- or low-income qualifications.

 

Participation in the program will be based on a lottery drawing. Selection of participants will be partially based on the city they are located within, in order to distribute participation within all of the participating  jurisdictions of Unincorporated St. Charles County, Cottleville, Dardenne Prairie, Lake St. Louis, St. Paul, St. Peters, Weldon Spring and Wentzville. Lottery numbers will be assigned upon submittal of a completed application.

First Time Home Buyer Program


St. Peters is a participating jurisdiction in the St. Charles Urban County. St. Peters residents are eligible to participate in the St. Charles County 1st HOME Down Payment Loan Program. If you have questions regarding the program or available funding please contact one of the approved Housing Counseling Agencies listed below.

The HOME St. Charles program is an effort by the Urban County to provide zero-interest down payment loans to income-eligible homebuyers in one of the participating jurisdictions of the St. Charles Urban County. Under this initiative, the County will purchase subordinated second mortgage loans which finance, in conjunction with the origination of the primary loans by the Mortgage Lender, the down payment and eligible closing costs associated with acquiring qualified owner-occupied residences.

 

The Second Mortgage Loans are at zero percent interest, due upon sale or transfer of title and will be originated and sold to the County by approved not-for-profit housing counseling agencies. The County will provide each housing counseling agency with a program manual that will provide detailed Program Procedures, and will coordinate a training and review session with participating agencies.

St. Peters Lawn Mowing Assistance

  

The St. Peters Lawn Mowing Assistance Program provides lawn-mowing services to eligible low-income St. Peters residents. Funds are available on a limited basis.

 

Under this program, several St. Peters’ homeowners meeting established guidelines and income levels will be eligible to have their lawns mowed for them up to seven times between the months of April and October. The goal of the program is to improve the livability and appearance of homes in St. Peters.

 

The program is for lawn mowing services only. Landscaping, edging, aerating, raking leaves and other lawn maintenance activities are not covered.

 

Proof of income and age or disability is required. Funds will be disbursed to the lowest income families who apply first.

 

To be eligible to apply for assistance through this program, everyone living in the home must:

  • Reside within the corporate city limits of St. Peters.
  • Own the home where they reside.
  • Be at least 62 years old OR severely disabled.
  • Not exceed these household income guidelines established by the U.S. Department of Housing and Urban Development (HUD):
    • 1 Person household $ 24,350
    • 2 Persons household $ 27,800
    • 3 Persons household $ 31,300
    • 4 Persons household $ 34,750

St. Peters Transportation Program

 

This program provides transportation for eligible St. Peters residents for necessary medical, shopping and other essential services.

 

To be eligible, you must:

 

  • Reside within the City limits of St. Peters
  • Lack access to a vehicle or be unable to drive
  • Be at least 62 years of age OR be severely disabled OR be low-moderate income as established by U.S. Department of Housing and Urban Development guidelines. Click here to visit the HUD website to view income limits. For St. Peters' programs, the 50% figures are considered low income.

 

EMT will be providing transportation services for the St. Peters program. The service will be available Monday-Saturday from 6 a.m. to 6 p.m. Eligible residents may apply for the program by submitting an application.
